What is called a parameter set?

A parameter set contains information that is expected to rarely change and offers the decoding of a large number of VCL NAL units. These are two types of parameter sets.

1. Sequence parameter set (SPS) which apply to a series of consecutive video pictures Called coded video sequence.
2. Picture Parameter set (PPS) : which apply to decoding of one or more individual picture frame within a coded video sequence.

The sequence parameter set avoids the transmission of infrequently changing information from the transmission. Each VCL NAL unit contains an identifier that refers to the content of the relevant picture parameter set and each picture parameter set contains an identifier that refers to the content of the relevant sequence parameter set. In this manner, a small amount of data can be used to refer to a larger amount of information without repeating that information with each NAL. Sequence and Picture parameter set can sent well ahead of the NAL they corresponds to and can be sent as in band or out of band communication.
